| While controversy
grows over plans to introduce outcome-based education in Pennsylvania public
schools, the idea has caught fire among vocational schools that have been
using the approach for years.
At Dauphin County Technical School, enthusiastic
teachers and administrators say outcome-based or performance-based
education allows students to work at their own paces, and holds both teachers
and students accountable for learning before students progress to advanced
levels.
The enthusiasm has produced results. In 1990, the school was cited as
a National Model by the U.S. Department of Education and was named among
the top 10 vocational schools in the country by the National Association
